first stage is about a regular kid who goes to school, has a part time job working with his bros, and happens to be an expert driver. because of his driving skill, he meets many interesting people. there are a lot of races, but in the end it's about the characters, whether you grow to like, respect, fear, etc. first stage does a great job of making all the characters likeable (except kenta, fucking faggot) and fun to root for in their own way.
the other stages just don't give you the same kind of feeling, that takumi's opponents are real people with their own goals and desires. they just seem like opponents to be lined up and defeated in a race one after another and you couldn't give less of a shit about who they are.
