I don't think anybody is downplaying the quality of Miho's commanders. Most people would list them as one of the strongest assets of the Ooarai team. Miho approves of and encourages the initiative and ingenuity of her commanders, which is similar to Wehrmacht doctrine during WW2. Which I find odd, because Kuromorimine - which are the "German" school - are almost the polar opposite to that type of command structure and engagement.

She is possibly the best driver in the whole Oorai team yet she's so underappreciated.

As I said in the last thread, Arisu is by no means incompetent. She's arguably a better commander than Maho as she is better able to react to unexpected events and challenges due to a more flexible Senshado style. Her commanders are also anything but incompetent. Individually, they make few mistakes during the entire battle (a notable exception being the platoon commander in charge of guarding Karl).
The failure of the Uni team lies largely with Arisu though. She made a fatal error after the Ferris wheel incident. She should have regrouped her forced and resumed a coordinated attack like she had at the start of the battle instead of just chasing down the individual Ooarai tanks. That cost her a lot of forces.

I personally think that Darjeeling actually is rather good at on-the-spot decisions, that and a team that can operate fairly independently on their own, mirrors Miho and her team.
Them getting into the hole probably was on purpose, after they were surrounded and chased by Ooarai, but after Darjeeling gave the order to dig in with her heavily armored tanks, Miho couldn't do much.
They aren't coming out of the hole, so baiting is useless. Charging at them is out of the question, Darjeeling's tanks are stationary and would have an easy time shooting Miho's tanks, who are on the move and less likely to hit with their shots.

But, I wouldn't say she's terrible because she doesn't dictate the pace of the match. You see, the thing about Darjeeling that makes her so great is that she's a brilliant analyst - we see this when she analyses Ooari's team comp and manoeuvres, etc. Darjeeling doesn't dictate the pace, but she knows where the pace is going, and how fast it's going. She'll let her opponent dictate the pace but she'll take advantage of her opponent through doing so (kind of like a mouse-cat chase).

Here's a much more simple description I think.
In basketball terms, Darjeeling runs a read and react freeflowing defensive style. Her offensive maneuvers are dictated by how the opponent plays their cards, while their defense is based on their individual ability to defend/protect themselves. In basketball, it's like owing all your defensive efforts on athleticism. In senshado, your tank's specs.
Katyusha runs a halfcourt offense with set plays and defensive traps. She never lets the opposing team run the pace, and her defense is still predicated on the offense. But her offense, like Maho's, is at a disadvantage when things go out of her control/expectations, that's why it's completely necessary for Katyusha to dictate the pace.
They both complement each other.
