With this new information, I think I am going to watch the second ova and I guess even the third ova despite the bad things I have heard and read about the latter. I felt the slice of life and character development episodes were better than the action/fan service segments. Here comes Ryo-Ohki! will always have a place in my heart with how just about every scene in that episode was done, especially the opening with Ryoko at the bottom of the lake with variation of her theme playing.

It's really amazing how localization changed this character in the United States.
In Japan, Ryoko's voice actress didn't exactly do a bad job, but it's practically just a serviceable "sarcastic", "spunky" vocal performance without a lot of unique details in the delivery. The seiyu that did Ryoko was already really well established and the performance overall seen as run of the mill in Japan, Ryoko is a mostly forgotten about character in Japan and is hardly referenced in popular culture (no where near Rei Ayanami).
The states got Petrea Burchard which was one of those awesomely bizarre happy accidents. The same sort of accident where Paul McCartney just tried to make the noisiest song he could and ended up pioneering heavy metal as a result.
Burchard was already really old when voiced Ryoko and as a result, Ryoko has the voice of a grandma with all of the gravel-y intonations you would expect with flattened tones for vowels. But since you never see Burchard and you're instead looking at a pretty young woman, you project those coarse vocal qualities onto the fact she's a pirate/dangerous/sinister and suddenly the performance becomes surprisingly excellent.
Add on the fact that Burchard was a money-starved fledgling actress more familiar with stage plays containing long sections of dialogue than she was with animation, and you get the fundamentals of theater voice acting as a bundled deal with the already unexpectedly synergistic combo of a grandma voice with a "bad girl" archetype.
Ryoko had no business being as popular as she is in the west when you consider how Japan views her to be pretty boilerplate. I just wanted to watch a cheesy anime with spaceships and I ended up getting a tour de force with Ryoko.

Also something similar happened with Washu.
K.T. Vogt (also a stage play performer) played her in the US dub and she was also reasonably old when she played the role. The grandma voice works for Washu because she's actually thousands of years old!
In the Japanese dub Washu's seiyu did a great job, but the character's depiction is extremely different due to Japanese specific conversation details not translating well into English. Most of you would probably find Washu's voice in TM to be extremely annoying (not in the pleasant kind of way, trust me) and that was sort of the goal of the performance.
She's annoying because she uses a lot of child-specific elements of Japanese speech in a sarcastic way to derail other characters speaking to her. All of the characters talk to her as though she were an adult because her intelligence and speaking ability is clearly at an adult's level. In the English dub you probably heard her repeatedly instruct others to call her "Little Washu", this is because characters speaking to her in Japanese would treat her as though she were an adult and not use the "chan" honorific because of her perceived intelligence.
When Washu would correct people to have them use the "chan" honorific, it is extremely annoying in Japanese culture in a way that doesn't translate well. Think about a smarter than average young child talking to you and addressing you in a snide way and then occasionally saying "don't forget that I'm younger than you!"
In English, your reaction to Washu probably was "what a clever badass! she's awesome!".
In Japanese, your reaction to Washu would probably be "I would fucking slap a kid if they talked to me like that!"
