For example, here we have speed lines.

Speed line is the art technique which uses streaks to convey the impression of speed. The French artist Ernest Montaut is usually credited with its invention. He used the technique freely in his posters which were produced at a time when auto racing, speedboat racing and aircraft races were in their infancy. The effect is similar to the blur caused by panning in still photography.

Speed lines are frequently used in Japanese manga and anime, of which Speed Racer is a classic example.

In this case, the "speed" in this pictures relates to the illusion of how the camera zooms in or out of her face emphasize her reaction. It can also be viewed that the emotions she convey with her face is being "shot" at the viewers at high speeds for a more lasting effect.

Here, we have the motion blur, or as I like to call it, the hayai blur.

Motion blur is the apparent streaking of rapidly moving objects in a still image or a sequence of images such as a movie or animation. It results when the image being recorded changes during the recording of a single exposure, either due to rapid movement or long exposure.

In this effect, the subject appears blurred and out of focus to convey the idea that she is moving too fast for the camera to capture perfectly. It is a good but slightly less versatile alternative to the speed line.

This is the bubbly bloom.

The bubbly bloom is usually used to highlight the feminine charms of a character or to convey a sense of purity or dreaminess. Bubbles are used because they are cute, pretty, fragile and delicate just like the characters they appear with.

Humans can see bubbles because they have a different refractive index (IR) than the surrounding substance. For example, the IR of air is approximately 1.0003 and the IR of water is approximately 1.333. Snell's Law describes how electromagnetic waves change direction at the interface between two mediums with different IR; thus bubbles can be identified from the accompanying refraction and internal reflection even though both the immersed and immersing mediums are transparent.

The after-image effect is a simpler, cleaner and more comedic alternative to the motion blur.

An afterimage is a non-specific term that refers to an image continuing to appear in one's vision after the exposure to the original image has ceased. An afterimage may be a normal phenomenon (physiological afterimage) or may be pathological (palinopsia). Illusory palinopsia may be a pathological exaggeration of physiological afterimages. The remainder of this article refers to physiological afterimages. A common physiological afterimage is the dim area that seems to float before one's eyes after briefly looking into a light source, such as a camera flash.

By drawing the same object in multiple different positions in the same frame, this seemingly impossible movement conveys motion and displacement in a still picture. The simplicity of this animation technique gives it a comedic charm, but it can also be used in a more serious manner, for example, in fighting scenes to show a supernatural way of movement and speed.

Here is the infamous heart pupils.

As one of the vital organs, the heart was long identified as the center of the entire body, the seat of life, or emotion, or reason, will, intellect, purpose or the mind.

Eyes are probably the most important symbolic sensory organ. They can represent clairvoyance, omniscience, and/or a gateway into the soul. Other qualities that eyes are commonly associated with are: intelligence, light, vigilance, moral conscience, and truth. Looking someone in the eye is a western custom of honesty.

Often seen in situations involving sex, love or some other situations where the subject derives pleasure, drawing a heart in the pupils of the character shows that he or she is truly in love with something.

Sparkly eyes show that the subject has discovered newfound passion or interest in something.

The significance of a spark as a source for a flame or a conflagration shows clearly, for example in the naming and motto of Lenin's newspaper Iskra [The Spark]. The spark metaphor has often been used in philosophy, since Stoicism and recently, after Jacques Lacan, the “creative spark” has come to be considered as inherent to metaphor itself. Hasidic philosophy contains a doctrine of holy sparks (nitzotzot) from the kabbalism of Isaac Luria in which there is a duty to gather the sundered light of creation.

Counter to the sparkly eyes we have the dead eyes, or sometimes called the "dead-fish eyes"

Dead eyes do not necessarily mean that the character who possesses them is dead, but rather these types of eyes are almost always devoid of any reflective light which may be symbolism for the absence of the beholder's internal thoughts.

Characters with perpetual dead eyes may either be truly dead, dead only in the "inside", devoid of any passion in life or may have been awestruck by something physically or mentally traumatizing.

Living in the same bedroom as the dead eyes is the dead eyes' more lighthearted sister, the round white eyes.

The round white eyes effect is very similar to the dead fish eyes in the sense that they both imply awestruckedness of a character, but because of the inherent cuteness of the round white eyes you will almost exclusively see her in comedic or lighthearted situations. That is not to say that dead-fish eyes cannot be cute. Please do not underestimate the cuteness of the dead eyes.
>>
Wherever you find round white eyes you will almost certainly find the famous sweatdrop effect. This is because the sweatdrop is round white eyes' girlfriend and fiancee.

Confusion, exasperation, embarrassment and similar emotions manifest as an unusually large sweat drop that appears on the temple or the back of the head. Sometimes the "drop sweat" symbol can even apply to a group of people as well. Either a gigantic sweat drop appears somewhere in the middle of the crowd, or a few big drops are scattered around (the latter variation is also common in comic books).

Sometimes round white eyes may cheat on the big sweatdrop by appearing with numerous little sweatdrops (as shown above) but big sweatdrop doesn't really mind as the little sweatdrops are all her daughters.

The chibification effect is an author's way of signaling it's viewer that the show has shifted from a serious atmosphere to a more cutesy and comedic one.

Chibi (ちび or チビ?) is a Japanese slang word meaning "short person" or "small child". The word has gained currency among fans of manga and anime. It means someone or some animal that is small in stature. It can be translated as "little", but is not used the same way as chiisana [小さな] (tiny, small, little in Japanese) but rather cute. A prototypical example of the former usage in the original Japanese which brought the term to the attention of Western fans is Chibiusa, a pet name for the diminutive daughter of Sailor Moon formed from Chibi Usagi ("Little Rabbit").

In English-speaking anime and manga fandom (otaku), the term chibi has mostly been conflated with the "super deformed" style of drawing characters with oversized heads or it can be used to describe child versions of characters.

Chibi style is usually used in depicting scenes which are cute and/or humorous, and it is extremely rare for it to be used for an entire anime series.

Here is the rising sun effect, also known as the banzai.

As some of us may know, Japan is the land of the rising sun, and the sun is very bright. By substituting an actual light source with the flag of Imperial Japan, the subject then becomes a sort of highlight of Japanese ingenuity. Sometimes the white is substituted for a different color (in this case, yellow) in order to conceal the fact that Japan is showing nationalism for fear that their American counterpart my nuke them again.

The banzai effect is similar to the speed lines effects in the sense that it highlights and emphasizes the subject, but it also has the hidden message of "BEHOLD! THIS IS JAPANESE CREATION!"

It is here where we come to our first relevant effect pertaining to the original post and question at hand: the godly gloating effect.

In this example, Akari (picture related, you may need to turn up your volume to see her) is seen being humble about a compliment when in truth she has misinterpreted an insult.

It becomes clear that this effect is not used for someone who is truly godly or deserving of praise, but it is an effect reserved for the dimwitted who have misunderstood something.

This godly gloat effect is very similar to the one in the OP, but what could Chino be misinterpreting about? Perhaps she believes she looks better than she actually is? Or does the implications go deeper than that? Chino does not appear to be as dimwitted as Akari, so what exactly did the author of GochiUsa imply?

Next is the battle aura effect.

The battle aura manifests itself in situations of high tension where there is conflict among the characters. This supernatural eminence can be interpreted in a way that implies that the character's anger, killing intent and emotions are in such powerful and abundant concentrations that it overflows from the character's bodily vessel and becomes a visible manifestation.

The aura seen in the OP is very prominent and purple. Purple is often seen as a color of evil. Exactly who or what is Chino so angry at?
