she went super saiyan before she was even born and made videl take on the appearance of a super saiyan.
She's only 1/4 Saiyan.

For a while, people thought it was because she was just 1/4th saiyan.
But then Goku Jr and Vegeta Jr who were born way, way later would have even more diluted saiyan blood and did it anyways.
Toriyama later said that the reason Pan never went SSJ is because he simply couldn't think of a good design for her.
If they do a time skip with an older Pan in super at some point, I hope she can go SSJ this time around.

As far as the main story goes, Bra is about to fight King Cold, who was given addtional transformations thanks to Buu, and Bra agreed to fight him without going SSJ beforehand, but now there showing what happened in universe 13, where Goku never hit his head.
He and Raditz are terrorizing a planet, and trying to get stronger to fight Vegeta and Nappa after Goku learned about sensing and hiding Ki on earth.

DBM is honestly fucking great but most of the specials are worthless and poorly drawn (I know, I can't do better, but it just adds to their pointlessness), and it moves at a snails pace. Super has covered more ground in a few months than DBM has in literally years.

I know what Heroes is and what it does, but it's a bit harder to go "Okay Pan is Super Saiyan... one now" after "BROLY IS BACK AGAIN (AGAIN) AND HE IS SUPER SAIYAN 4" or "Bardock's mask fell off and he wants some of that Mira ass. BOOM SS3" or even "Super 17+18 is fucking everyone up, but here's Gohan and he's SS4 too!".
And then there's Note, who is like 70% Pan in her design and already got up to God.

You know, seeing as Pan seems to be one of the main characters to an extent in Fusions, it is possible that they could use that as a chance to give her SSJ, especially since they already made clear they plan to use Fusions elements in Heroes with the fusion of Future Trunks and Future Gohan already announced as a promo card.
