Also it seems that the Marines might become one of the good guys in the end. If Luffy truly didn't give a fuck he could have wrecked them in Dressrosa with his alliance. He was enough to take out Fuji and the rest of his crew could have handled Tsuru and Sengoku. But he keeps becoming friends with them. That's enough of a confirmation for me that the marines are allies.
