A head or torso injury is difficult to balance in a story for its dramatic impact. If it's too small, many readers will assume the character can shrug it off, and so it won't have any impact on them. However, if it's too large, people might place a large enough significance on it that their willing suspension of disbelief is tarnished when the character actually continues to be a part of the scene.
Legs should be even more obvious. When a character in a fictional story receives a major leg injury, they become written off entirely. While people can accept that a character who's just lost their leg can survive the scenario, the significant impact leg injuries have on a person's mobility renders them, at least for that moment, useless to the story. Legs are simple, but they enable us to do so much even still, so in order for the loss of one to provide drama, its impact needs to persist.
Arms are perfect, though. While visually distinct from the rest of the body, and not containing vital organs, arms are incredibly difficult to replace. Hands are a defining characteristic of our species. Without them, we lose our ability to use tools and weapons, grab onto ledges and people we want to keep close, and even perform some acts of body language and the most intuitive part of the body used for the sense of touch.
That said, someone without an arm can still move around and perform, with difficulty, their normal activities. The loss of a hand or arm is the loss of what makes us human. It's easy to see the injury and understand the significance of its loss, without actually diminishing the impact a character can have in an action scene.
"They can't punch! They can't wield a sword! They can't shoot a gun!"
But they can still try to fight, and it is endearing to see them succeed.

We know Togashi loves hand violene but Hisoka has wrecked his in every Arc.

I also heard that during the election Arc he broke a fingernail, but they didn't show it in the manga due to the new regulations in Japan against extreme violence in weekly publications.
Also, best hand is Amano Jyaku's hand in Urotsukidoji. He gets is arm bitten off but makes it levitate and throws an energy blast with it. Based.
