Really, parts 4, 5, and 6 are all full of wasted potential. IMO part 4 and 6 still have a lot going for them even though they aren't the best they could be, but part 5 doesn't really live up to that. Eh, I feel it's a really important distinction. I found DIO to be kind of an exaggeration of Part 1's Dio Brando. Dio Brando's journey was one of learning to overcome his own faults. Him and Jonathan both grew over the course of Part 1, each becoming more competent, and moving in opposition.
DIO kind of shits all over the lesson Dio Brando learned at the end of Part 1 about not underestimating his opponents, and spends the majority of his time as the part's villain standing in a mirror pinching his nipples. He shows up, screams like an autist a bunch, and then winds up defeated in the least satisfying ending to any Part in my opinion.
