It's less to do with that (especially with Super going full alternate timelines/universes; it could just be an alt Goku) and more to do with how Toriyama wrote "Goku" in his announcement.
It was written in katakana and not kanji like Goku's name usually is, meaning it's intended to be pronounced the same, but not mean the same. Hence being a decription of a Goku-like character rather than Goku himself.
