Personally I think Saitama has the advantage only because Boros detected limitless energy coming form him, but as we know, energy 'detection' isn't very accurate. And he seemed to not realize Saitama was toying with him until the very end. So we can't be sure Saitama's power is limitless, but rather that Boros wasn't able to detect and predict the full extent of his power. It may have just been out of reach for him.
We know Goku's power is limited, but the amount of power he uses in the fight could determine whether he wins or loses. If he can focus all his power into knocking out Saitama, he won't have to worry about the fight dragging on and potentially giving Saitama the advantage.

It could also be that perhaps Earth just has stronger warriors. The S-Heroes were able to hold their own and even defeat one of Boros's most powerful warriors. Not to downplay his attacks, but I think the names of those attacks are more for the presentation. Collapsing Star Roaring Cannon, if taken at face value, should have immediately squashed earth and everything around it to the size of a penny. All that happened was a blast of energy that only melted parts of the ship. It traveled a distance to get to Saitama who was given enough time to talk back and then punch through it. Planet Buster could have been the same. If it really could destroy planets, Saitama should have shot through the moon.

These two premises are contradictory. There can only be "1" character that is the "strongest".
Therefore since both of these are contradictory, you can not use in world explanation. E.g. A character stating X attack can destroy (Planet/Universe/Person) can not be taken as fact.
Moreover for further contradictions we have characters that can just think people out of existence. If Saitama can not be beaten, this is a clear contradiction. Moreover if the previous character is "all powerful".
Therefore and many other contradictions can show: What is said about a character means nothing.
This includes:
"He can beat anyone!"
"It's LIKE he's traveling FTL!"
"His punches can destroy planets!"
These are in world exaggerations unless OTHERWISE SHOWN.
Therefore the only way to solve this issue is to use what is shown, rather then what is said.
Feats of strength.
Feats of speed.
Feats of power.
Fighting Style.
Sometimes personality plays in.
CONCLUSION:
Feats of strength: Goku > Saitama(Though this is close, extremely close)
Feats of speed: Goku > Saitama.
Feats of Power: Goku > Saitama.
