Debatable. Although Trigger is know for their aesthetic their series are character-driven and action-oriented.
Luluco is a good example it can be perceived as an allegory for adolescence Luluco sporadic transformation can be seen as her being conscious of her physiology and even her as a character is gradually maturing, the series could conclude with her accepting her life as it is.
In my eyes, it has always existed yet there are some who always expect action and stay for the action, so when Trigger doesn't focus on that and give handed heavy character driven episodes some say "Alright, I'm done."
