PeCChi itself is just a rebranding of Project-H, which I guess will only be actual h-manga now, rather than "borderline" manga. Project-H has a TERRIBLE reputation and has for several years. It amazes me they still exist. Digital Manga Guild is where Digital Manga crowdsources translations and editing so that they just let anyone do their stuff and pay them very little. It's a complete mess. Just do a little bit of research. Not only that, they've had some of their actual employees leave them to work for Fakku even. They also aren't reliable in general either in a lot of ways.

He mixed up the order of events pretty hard. Drawn CP was banned back in 98 or so in order to close loopholes like Photoshop-filtered real CP far before manga was even well known in Sweden.
However, nobody was ever tried for it until the late 00s when a professional manga translator's wife made up false child rape charges in an attempt to gain sole custody of their child. It was instantly found to be a baseless accusation, but they decided to take him to court over some loli pics they found on his PC just because.
During the trials, the publishing company he worked for decided to quietly remove the Swedish translation of Love Hina from the shelves, likely due to it always having been a controversial series because of a mainstream manga magazine sold in every grocery store loving to use its risque color spreads for its covers.
However, the English version of Love Hina is still openly sold in manga stores, and used book resellers often have volumes of it, so it's not banned as much as it is that the Swedish company stopped selling it (many years after it finished, too, so nobody missed out on it).
