The Sitri Rating game is no longer relevant as it was mainly for Saji's character development as Issei's rival. Also Chichigami is not relevant till the much later volumes which the anime won't reach so they can continue season 4 and 5 exactly like the light novels.

They're constantly outpacing each other in power levels.
But i feel like since Vol.21 they've reached a platform where they're kind of equal.
Even with Issei's downgrade on DxD mode he has better and more techniques which makes them sort of equal.
