Batman is a great character... in Gotham. Gotham is a city with extremely underpowered heroes compared to pretty much any other D.C. city, and therefore perfect for Batman. Whenever Batman teams up with other heroes with powers worth a damn (Superman, Wonder Woman, The Flash), he goes full retard. He even supposedly has a plan to take out every single Justice League member should they go rogue. This retardation leads to such bullshit like a supposedly normal human breathing in space and punching Darkseid, practically a fucking deity, in the face hard enough to hurt him.
Now imagine an entire manga about that kind of bullshit. That would be what BnHA would be like if Midoriya didn't have any powers.

It would have been cool if Deku decided that from age four he was going to dedicate his life to working out, and learning a bunch of martial arts takedown techniques. I'm not sure if he would have passed the entrance exam or Aizawa's exam, but certainly in a fight with close combat villians like Bakugo, he would be able to hold his own. Once he took down Bakugo, Deku could have knocked him out unconscious.

Super suits would automatically work better on a hero with a quirk anyway, since they can complement one another in ways that a quirkless hero could not. Any sufficiently advanced technology could be used to augment the already-considerable powers of a superior hero.
That being said, sufficient research and preparation could presumably allow a quirkless hero with the benefit of technology to overcome vastly superior foes, but that assumes that the hero has the ability to find out about his or her opponents pre-emptively, and that's just not a realistic scenario against actually competent enemies.
