Prism Illya is not even consider to be canon in the typemoon universe. It's literally it's own thing that is not officially recognize even as part of the franchise. Most grails never really took off properly, and that's only counting the ones found by the church or confiscated. Holy grail is a designation for anything that can grant a wish, no matter how warped. You probably don't understand how cards works. They can't summon servants. Ainsworths magic is overwriting magic. In other words Cards overwriting masters body with abilities of servants. Only way how you can get full servant is completely overwrite master with servant, like Gil did thanks to his strong ego. So if you want actual servant in Prisma, you need to sacrifice one of characters to make it happen.

Cards can't be used for summoning either way. There is no third magic to materialise spirit. Cards are overwriting magic, so you need master that is willing to sacrifice himself to let servant completely overwriting him or servant like Gil that can forcefully do that just by his bare ego. Of course Grail himself likely can create servant as well, but why anybody of characters would waste wish for something like that, when they can simply use servant abilities via installing cards.
