Iron is a very common resource once you have achieved a certain level of technology.
Also, Japan's problem wasn't that it had too little iron, but bad iron ore.
Bad iron ore is literally only a problem for a society that can't work the ore properly, so again, a matter of technology.

Traditional japanese ironworking often uses iron sand which is of poor quality to begin with. They've got to go through a ton of refinement just to get the iron adequate
Keep in mind that most medieval societies needed to work the iron so much that it was believed to be a mystical practice. Japan is closer to it's medieval roots than most civilizations so their perspective is a bit wonky.
