You dont need progression to feel things. K-On! has some of the most touching moments I've seen in anime aside from the graduation. Lucky Star has Konata's mom scene, which is entirely a referential comedy. Even Wakaba Girl, a short, had a few really touching moments that affected me.
Also, there are very, very small amount of anime that entirely focuses on girls being cute. In fact, most of them are comedies designed to bring out a lighthearted mood. The only one I can recall being completely focuses on cute girls being cute is a VN called Hanahira, and it's fucking terrible.

I watch moe SoL if it has some male characters in it. Pure female cast and such things are pure trash though. There's like 6 of them that fall somewhere in the spectrum loosely, 7 with Pan de Peace. I'm just watching them all. Nothing airing right now is in the immediate "holy fuck this is going to go down in history as a legend" like you could tell from NNB's first ep. But there are some pretty good shows in this mix.
The only ones that are actually really SoL to me though as Flying Witch and Sansha Sanyou. The rest have different mixes in them, like Bakuon is more like moe/ecchi/comedy rather than real SoL. Still a decent show though.

Having known the feel for a good 10 years, I still struggle to define it in words, and honestly I am not sure the English language actually has a proper verb to easily pin it. It also is not something that you can be learned or taught but is intrinsically felt, which along with the language breakdown, makes it all the more nebulous to communicate. When you know the feeling though and try to figure out a way to describe it beyond just "cuuuute!", you probably are brushing up against it and will soon realize you can perceive it.
I'd describe it as a range of things, because really it comes across as a range of emotions that may overlap moe but also be colored with other directions. Not every show clearly designed to be moe successfully elicits it; people who aren't sensitive to moe think all the shows look/seem the same thus they must all be the same, but because they just can't feel moe period, they think all shows with moe in them, even the good ones, are equally dead. It's like if you were physically unable to feel adrenaline surges, all action movies might feel the same to you (and probably all suck).
Getting those notes out of the way (important notices to me, but I rarely see people put thought into it like this here), I would describe moe as "the opening of your heart to someone and accepting them out of empathy". The follow-up to that initial action can be anything - daughteru, waifu, befriending, blends of these etc. This is where people get deeply confused as to what moe is. But that initial opening is the one thing in common.
