Because if you have a quirk, you tend to rely on it.
Think about the last episode. Wasn't it great how Deku stood up to Baku, without needing to use his quirk? He only used it at the very very end. That makes the battle so great, Deku outsmarted him by knowing all of Bakus tricks.
In opposition to that, think about the miscle guy later in the woods. Do you remember how he beat him? With the equivalent of Super Saiyajin.
The more Deku gets proficient with his quirk, the less interesting of a character he becomes.
