What you said about Cap was true in TFA and the Avengers. He was a naive nice guy trying to do the right thing and seeing him playing off other characters was his charm. However since TWS, Rogers have evolved a lot. He's his own character now and for now his current arc is about him having his strong principles challenged by the modern atmosphere of politics and secrets. About how those have affected him and his resolution about what his actions actually mean. I'll always miss good old righteous optimistic Steve, i'm one of the few that really liked The First Avenger but i also like a lot what's been done with the character lately. I'm eager to see what kind of man Cap will be at the end of his journey.

No, it was about Tony deflecting. When the Accords are brought up, he says the Avengers are collectively responsible, not himself, even though he was most dorectly responsible for Ultron. Through the Accords Tony can deflect all of his mistakes to someone else. Wanda under house arrest? For her own good. Half of the Avengers in jail for, uh, trying to fly a jet? Their own fault. And you can bet that in the future, if he fucks up, he can blame it on the committee behind the Accords.
I actually had a good laugh in the theatre when Tony had the cognitive dissonance necessary to chide Clint in the jail, saying that no one forced them to break the law.
