yeah, no. it more has to do with popularity than it does level of fan service. Its not like the stuidos themselves are making the doujinshi. The reason its more based on popularity is because they know its more likely to sell. Doujinshi artists have no ties whatsoever to the studios, they just ride the coattails of popular shows to make a buck themselves.

Not everyone scans their doujins for the general public anymore. It means tearing them up and the fans are pretty ungrateful. Many of the dedicated collectors who travel to comiket or buy thru japanese friends are in private groups now, and scan and translate within those with many translated titles never being released to e-hentai or exhentai. They cooperate in their own communities.

In the early days of the Fairy Tail manga, the doujins were stopped from distribution by the official doujin stores and consignment shops by the IP manager. It's why some of the FT doujins that came out had to be directly sold by the artist at tables but not via any official stores. Because of that, it was hard to make money selling them. Without sales thru official shops, it is hard to sell significant quantities. The artists and authors would rather spend their time making a doujin that would sell, so they worked on non-FT projects instead.
Later on, as FT popularity matured and waned, Mashima and the IP manager seemed to relent a bit. But the chilling effect is still there with the official sellers it seems.
