When Krillin got his potentially unlocked, his power level was way over 23,000 because that is how strong Ginyu inside of Goku's body was, and Krillin didn't have a problem with him. Vegeta later mentions that his power level was still rising even during the fight with Freeza.
Goku's power level after training with King Kai was a little over 8000. So I highly doubt Tien could have been much higher than that after he trained with King Kai, considering Goku is a saiyan and would grow much faster than Tien. Although Tien was stronger than Goku when he came to the planet, so he probably ended up around 10,000.
So at the end of the Frieza saga, Krillin was more than likely over 3 times as strong as Tien, I really don't see how he could close that gap during the Android/Cell saga. Krillin also trained for the Androids, meaning they should have grown at about the same rate.

Well, you're right about all of that. But power levels grew depending on the plot (like training before the Saiyans came). 42,000 Nail thought Piccolo after Kaio's "training" was strong, strong enough to beat Freeza if fused with Kami. That's like anywhere from 3,000 to 250,000...
