I think Horikoshi realized that putting the hood on him was stupid, or he intentionally made the hood goofy with intent to destroy it every time he wears it until it eventually just gets taken out of his costume.
I'm leading towards the former because there's more problems with it than it looking kinda dumb.
In terms of storytelling, it kinda helps to see the MC's face. We want to be able to see him emote and with a facemask+cowl you can't really do that. So basically it gets in the way of Deku's expressions which from an art and storytelling perspective isn't good.
The second is narrative. He's gonna be the symbol of peace- he probably shouldn't wear a mask in that case.

I agree. On top of that the costume itself is a pretty big part of the story. The stupid mask is supposed to be AM's smile. Deku admires AM and like he says: "He always saves people with a smile." The weird bunny ears look like AM's hair. The extremely obvious emulation of AM's image tells us that this is what Deku thinks what a hero should be. At this point the kid hasn't really found his own identity yet so he's still using AM as a crutch. Typical teenage shit. During their first practical lesson when he fights Bakugou, half of his hood get's destroyed. It's showing us how he's just starting to become his own man.
Another thing is that getting the costume is a significant moment for any hero. The anime got that scene right perfectly. In the lineup all the students are there except Deku. He isn't there with his classmates both figurative and literally. I like the fact that Deku didn't get a costume like everyone else. Since he didn't have a quirk, he wasn't registered with the quirk office and thus couldn't get a designed costume like the others. The costume is kind of lame and looks like a cheap cosplay and it's his mom that made it for him. Like he still doesn't belong in this world of quirk users and is just a cheap imitation. He finally get's a decent costume after all the shit he goes through and starts his training with GT. Look at Deku in the beginning and look at him at that point in the manga. In only two months he's significantly different.
