Yes. Nobody is disputing that, considering what the grail did just before Shirou used Rule Breaker on her. It still wasn't a good idea to make her become hostile towards them when there clearly was a better way of solving the issue at hand. Every casual "Sakura blames herself" moment was just her trying to deny her true subconscious feelings.
The Shadow, is actually a Jungian metaphor for Sakura subconsciously blaming everyone for her dark past and wanting to take it out on the people that never helped her when she was being raped and tortured.
So, yes, Sakura does blame everyone but herself, and that's a key point of her character. Without it, everything crumbles and we are left with a distasteful cliche of a character arc.

Sakura had been tortured for 10 years and was in the middle of being corrupted by all evils of the world, all while being in an incredibly confusing and stressful situation. Meanwhile, Rin was just blindly clinging to vague ideals that her dead father had given her, which we had seen her discard without a second thought for Shinji of all people in the previous route. It's pretty clear who had the most reason to behave the way they did.
