This. Part of One Punch Man's entire joke is that he's meant to mock power level arguments and the silly one-upmanship they entail. He's the least-interesting character in his own series and has no real arc, and is surrounded by characters who are not only much more interesting and compelling than him, but also have personal arcs and stories going on.
People taking him seriously in X vs Y power level shit is basically just taking ONE's bait.

If you look at his form when he swings his fist all throughout the show, he's always stiffly swinging from the shoulder down, not putting the chest, abdomen, hips, or legs into the motion. He's not really punching, just putting his arm out ridiculously fast. Several other times he just holds his fist out and lets the other person hit him, like with Speed o whatever's nuts or when he takes Boros' arm off. Consecutive Normal Punches is basically just a string of bitchslaps with no real leverage or followthrough behind them.
The moment he gets serious, though, he takes a proper stance and swings from the core, using his whole body and following through on the motion. That's the first and only time he actually threw a punch.
And probably the last time too, since it'd ruin the joke if he got to do that more often.

If you want to take this seriously then no, not really. Saitama's power come from wish fulfillment, which means his wish was "to be the kind of hero that beat his enemies with one punch". Taking this into consideration then his strength immediately scaled to the strongest enemy in his universe known or otherwise, one could argue past and future as well. So from this you could also assume that any enemy that comes from outside his universe and is stronger than him, could beat him. Although since we have yet to meet the strongest enemy within Saitama's universe we don't really have a scale to measure it by.
