I mean sure, some of the subject matter may revolve around potty humor but the show is not all like that. Since you didnt see the later episodes, and if you didnt like it at that point I wont blame you, they move away from later on. And it wasnt necessarily >lol butt hair but the way Otako teased Galko with it. I would argue that these characters and their fun quirks as well as the timing of the jokes was the heart of the show. You have to realize that the odd joke subjects were a vehicle for seeing the characters react and fleshing them out. Not that characterization was deep, just short sweet and charming. And then the delivery of the show, it was for Jap humor fresh; I hadnt seen much like it before, and it was suprising for it to come out of nowhere in that season.
So I have a problem with saying its all just potty humor purely because of the subject when theres more to it than that. I think thats a broad generalization. There was some nice subtlety in it and a charm I'm a little sad you missed out on. But then again humor is subjective, and theres a part of it thats unexplainable, just funny.

A lot of current shows are called comedy's yet they aren't funny. This is because, from a budgeting perspective, comedys are easy to make, when in reality they're some of the hardest shows to make properly. That's why there's so much shit like the Big Bang Theory right now. Easy to produce, low cost, and in-offensive. This is a trend anime hasn't been able to avoid either.
As for examples I found Golden Boy to be pretty funny and the GTO manga was great. Both of these aren't sophisticated but a lot of their punchlines were genuinely funny.
