there are several things going on
1) there is acurse which sometimes kills subaru (via dog bite) and sometimes kills ones on the maids (via dog bite)
2) every time subaru dieshe starts to "smell" more like the witch of envy to Rem, which makes her trust him less and less.
In this loop,RAM got bit by the dog, and Rem went out looking for the source to save ram's life. she came upon subaru lurking above the estate armed and smelling of the witch of envy. She decided he was the source of the curse and decided to kill him.
In the prior loopshe killed subaru because he smelled of the witch of envy, was giving off the aura of death/curse, and seemed to be heading to emelia's room (she felt he was a threat)
In later loopsit's not always Rem who kills subaru, sometimes RAM does as well, once he even was eaten by a pack of wild dogs (all curse infected). the amazing thing is this the single most boring arc in the LN, and the "torture porn" and suffering is low key compared to the bullshit that's to come.

It kinda works, like, out of all the timelines, it's guaranteed that in one (well, more) Subaru would wind up passing all these trials without dying a single time, doing everything he could for Emilia, only to die protecting her at the very end.
Then Emilia would willingly become a witch (Satella) to find a way to save him, and travelled/cast magic back in time/into another timeline. And so, she follows Subaru from world to world, trying to guide him down that nigh impossible, long and winding road yet again, killing him if he goes off the beaten course.
It's far easier for her to take a random timeline with Subaru alive and have a destination/route in mind, and make him handle it, rather than wandering the infinite possibile worlds, with no guarantees.
Ostensibly, her motive is love. She wants him to go through everything, otherwise, not only will he probably not believe her, but he won't love her the way he did in the first timeline.
Besides, I can't imagine Satella's motives are anything but love. It seems like a super roundabout way of doing things and manipulating someone when you're an all-powerful witch.

Arc 1: He was the one who hired Elsa to steal Emilia's Insignia.
Arc 2: The shaman cursing Subaru to death was hired to do so by him as well. He's also indirectly responsible for Rem killing Subaru. The reason Rem goes apeshit whenever she smells the "Witch's Scent" is because Rosewaal massacred her village and left the the scent of a Witch there.
