1) Get intel of the situation and report it
2) Guarantee safety of Harezake. This order was to have precedence over the mission objective.
Her actions, when she found Musashi gone roge and fighting with the boy's school's ships, were:
1) Delegating command on her XO to carry on the mission - something it's in her right as CO to do.
2) At the same time, giving her XO direct order to leave the area at once, take the ship to safety and report.
3) Attempting contact with Musashi (notice that doing so WITHOUT the above would have been dereliction of duty, notice however that she DID).
So, she was following her orders and trying to acomplish her mission objectives, if in a very unorthodox way.
On the other hand, Shiro's orders were:
1) Take the ship to safety and report
While her actions were
1) Staying in the battle area, exposing her ship and crew to a full 18" salvo and endangering ship, crew AND intel already gathered.
Let's get real. Mike wouldn't gain a medal, but she was in her right to do what she did AND followed the procedure for doing what she did. Shiro just acted like a glory-hungry green officer. THIS is why Mike was appointed as captain and Shiro is stuck being XO.
