It's a comedy that doesn't take itself too seriously and isn't limited/bound by anything. The characters sometimes straight up die and come back without explanation, they get thrown into dozens of different alternate universe scenarios, cartoon physics apply in most episodes.
I guess the loose continuity, humor and lack of "rules" reminds me of Western cartoons I like and I find it really refreshing compared to most anime.
But like anything comedy, you can't explain it to someone. Either it suits their sense of humor or it doesn't.

Yes. The show throws you off the deep end at the start (the first "proper" ep has them all wearing identical suits) but you start to notice their differences pretty quickly and get a sense of who's who.
In later episodes, they're color coded. I'm not sure why they didn't do this from the start (the earlier episodes have them in grey hoodies and you're supposed to differentiate them by the color of the symbols on their chests, which is much harder than just making the entire hoodie one color or another).

"years" is a relative term, they only film once per season (split into two episodes). So at most you get eight episodes a year.

Tokyo Encounter is fun and lots of episodes are subbed so it's the best start.
I mentioned Bururaji because I really like BlazBlue, Sugita and Nakamura characters are both major (and opposing sides), so when they're together it's really funny and interesting, but it's all better if you actually play the game.
