Going by the definition used when referring to anime/manga, a jobber is a seemingly strong character who more often than not loses his/her fights to make the character he/she is fighting seem all the more stronger. It's a lazy way for the author to make a villain appear overpowered. Take a a character (usually a friend of the protagonist who's supposed to be near the MC's level in terms of strength) and then have him/her lose in a completely one-sided fight against whoever the new villain is. This in turn makes the villain appear out of the MC's league by beating someone (allegedly) within the MC's skill range, thus calling for a training arc, thus leading to a fight where the MC kicks said villain's shit in, thus leading to this entire sequence occurring in the next arc; lather, rinse, repeat.

Jobber on /a/ has always mean a strong character who is supposed to win most of his fights but who keep losing. A lot of time it's because the plot and the writting are shit.
For exemple, gilgamesh not using EA and losing like a shit when it really matters or accelerator not throwing someting at the mach 20 in the face of touman or kihara, killing them instantly.

A jobber is basically someone who loses to show the power of the next major villain. Hell, technically in DBZ Freeza was a jobber since he lost easily to Trunks to show how much of a threat the Androids would be.

Technically speaking jobber should only be used for someone who does this repeatedly, so Freeza was actually a shit example. Vegeta might be a better one from DBZ (Ginyu Force, Freeza, Androids, Perfect Cell, and Buu).

Jobber is a strong character that originally is equal, stronger, or rival to the MC at the beginning of the story but then eventually starts to lose a lot and no longer appear as strong as they used to be for no real reason other than to make the MC look better in comparison.

If the 'jobber' was really strong in the beginning but then loses every single fight afterwards while MC keeps winning against similarly difficult opponents, then DING DING DING we have ourselves a jobber.

Most people on /a/ use "jobber/jobbing" to describe characters who have been established as powerful/threatening failing to perform as a threat in the story.
Typically by losing to a character /a/ thinks ought to be weaker than them, or losing to a new character to establish that new character as a threat.

Of course the term has become pretty much meaningless with overuse.
"This character is a villain and I'm going to shit on them for losing to the heroic underdog/hero who got a powerup at the last minute to defeat them" is fucking retarded, of course the villains are going to lose at the end of most stories. If you don't like how they lost you should be complaining about the author being a shitty writer.
