He was probably tied up with other stuff and realised the leader of Passione wasn't to be fucked with if he managed to kill Polnareff so easily, so he put it off or dropped the investigation. Jotaro was still watching out for DIO's 'friend' during this time, so he probably had a lot to contend with all at once. Something probably came up that took precedence over Passione and Polnareff so even though he probably wanted to fucking murder Diavolo for what he did to Polnreff, he couldn't. He also had a family and probably didn't want to get them implicated if he pissed off the most powerful criminal empire in the world.
