Archer did similar things as Kerry, like shooting down a 747, but it was his approach to them that differed. Most tellingly, Archer is the one who refused to let a handful of people die, and made a contract with Alaya for the power to save them. Kerry did not, because it would have been his M.O. to just let those people die for the good of the many.
