Dragonball is the only manga. There is no DBZ manga. DB manga includes Cell arc, Namek arc, Saiyan arc, Piccolo arcs, and Buy arcs, all of which were treated seriously.

The key word here is 'was', because Dragon Ball stopped being a gag manga even before the Raditz fight kicked off DBZ. It's a martial arts manga and has been for more than half of it's run time.
Calling DB a gag manga is like saying the Simpsons is a great show, but then remembering you have to specify that only 8 or 9 of the 6 gorillion seasons are any good.
