Spice and Wolf was adapted faithfully from the light novel. The light novel's artist is the one at fault for the clothing and character design looks. While I have no fault with Horo's stature, the artist did choose fox colors, fox tail, fox fur points for Horo instead of those for a wolf. Certainly a red fox's comfortable hair is more attractive than the wiry hair of a less bushy wolf tail.
So yes, there are problems with Spice and Wolf but they are of the light novel artist's fault and not the laziness of the animation staff. The anime staff were stuck making Lawrence and Horo look like the artwork that had already been done.

Magic is used sparingly because it makes plot writing easier to just take a shortcut and blame (credit) it all to magic. As for magic being used properly, that would only make plot writing more difficult since more variations and the cleverness of chars using magic will make it hard for the audience to accept the forced plotting.

S&W wasn't exactly medieval, more 16-17th century and since the setting is a fictional fantasy world, there's no reason to assume their clothing habits must be exactly the same as that of some random European culture at at a similar era.
It's also mentioned that his clothes are actually not common and he spent a pretty penny to get a merchant to make a specific set of clothes for him out of expensive materials, though nothing that gets anywhere near nobility clothing.
