The first two episodes were honestly the weakest.
It does get a plot later on, but that's the second novel which KyoAni didn't adapt because it wasn't published at the time production started.
I don't think they've ever made a single show that I would personally even consider passable.
I'll give them that they're good at drawing cute girls but I mean, that's not enough. It shouldn't be, anyway. If that's all a series needs to be good then I can just go on a booru or sadpanda and see everything worth seeing out of your series.

I know I've suggested this before, but why not a new employee who's picking up slack because Tamako's grandfather is getting old and who lives with the family because he's got no where else to live. Perfect outsider character to show how open and accepting those people are, and he won't fuck up the tone or break up the pace with unfunny, out of place comic relief. If you just want the wise advice giving character, he's already in the show and you can just use him.

Tamako's strength isn't interesting characters, its heartwarming character interactions.
Kyoani is naturally great at characterization so that helps.
Whether Dera is annoying or not is completely subjective, though. I can understand how people find him annoying, but I thought he had a lot of personality. He never felt out of place to me, since the entire cast never took him seriously anyway. He never really caused problems for anybody in the show.
