Sakura is awful awful poorly written character with lots of unused potential. She starts utterly bland and boring. gets interesting via her yandere part and most of her interesting parts are whitewashed by the asspulls in True End, turning her back into boring bland cardboard, as true end essentially erases any character development she got and any consequences she should have had.
She works decent as an antagonist because she has a mentality and problem solving skills of a five year old and the narrative is not afraid to call her out on her hypocrisies and selfish worldview("Everyone should suffer for not helping me!"). Ufotable's UBW is basically michael bay level of adaptation where most of the context or character depth is stripped away for sake of more explosions. Its hard to explain any other way - basically key characterization and lore moments are removedin favor of comedy antics being left intact, and then a lot of fights and events are altered, so if you only viewed anime you would come out of it with a far different message than the route carries and far worse opinion on characters(for example quite a few scenes are altered to make the main character actually look worse).
While some western fans who didn't read the VN are far more happy with it and defending it, Japanese merely thought it was okay and have taken up "wait and see" approach with HF movies.

And before you try and imply that people who have read the VN didnt like it I can tell you that I read F/SN back when I was waiting for message and his installers and I fully enjoyed it. It was a good adaption. There was obviously things that needed to be altered to be able to convert it to anime format and even with the changes it still hits the same themes and points that the VN did.

His "morality" is only governed by his ideal - "making people feel good would make me feel happy so making them feel bad is wrong". It is further evidenced by the bye shinji scene as well as by mind of steel ending.
Hell in fate he realizes that he is actually HAPPY at the prospect of there being villains to be a "hero of justice" against. Which shows that he is not driven by morality or conscience.
Both Shirou and Kirei are high functioning sociopaths, there are no doubts about that.
