Maybe I was a little too hard, it did good enough to get a movie, and some re-release that sold well, but overall, compared to its popularity in the western, it's literally nothing.

This, at the end of the day the Anime is made by the Japanese and that is their principal market, daft though that may be. To his credit Watanabe is one of the few Producers in anime to persistently target the foreign market and he's been very successful for it so power to him. That being said children and the neck beards at home or over seas will always buy the same old. CB just doesn't really have a post market to cash in on on figmas and action figures so I think that's what it really comes down to.

Why do stations do this? There has literally never been a single time that an out of order airing has made a show successful. It always kills them, regardless of quality.

While that used to be true, I think it's changing. A couple years back, Netflix had that mecha CG anime they made that was pretty popular. Space Dandy was a pretty big hit and simulcasted in Japan and in America with a dub. And now you have Kabaneri airing on Amazon Prime and in Japan, and it's getting really good reception on Amazon. I know for a fact that Toonami, Hulu, Amazon, and Netflix all want to get in on licensing anime before they air (rather than the shitty old system where they licensed after airing, and most of the money went to the American company anyways) since there is demand for it, and I think at least some Japanese companies are realizing the money to be made with a far larger foreign market. Sure, they may not be otakus willing to spend thousands on merch from their favorite otakubait show, but even "only" thirty million Americans watching a show through these providers will make a ton of money for both the American licenser and the Japanese creator.

I personally look forward to this taking off; it will let animators take bigger risks with high budget original anime since the risk will be shared equally with a much larger American company, so both will be invested in its success. And seeing how the few examples (that I know of, maybe there are a few more) have been successful, I think this is the next big thing in anime.
