There's literally no reason for Jinbe to not join besides some people not liking him.
He's already said he has no ambitions to be a leader, he said he can't personally defend or stay on Fishman Island because of his wanted status, he's said he's looking to accept Luffy's invitation and the power gap with him and the other members of the monster trio has been closed.

I would argue him being fat is actually a plus. It's a unique silhouette that differentiates him from the rest of the crew. Every other crew in the story has a fat guy anyway. Fishman Karate being boring is up to your interpretation but personally I kind of agree. Everything else you've mentioned save the last two points is irrelevant.
It is weird how he doesn't really have a concrete dream or a big part in a flashback. He has his scenes though. More than any other potential Strawhat, Jinbei's seen Luffy in a state of weakness more than any other potential "new" crewmate there is. He's the only new crewmate that could sort of get a gist of what life was like for the strawhats pre-timeskip since he was partially involved in it. That and that scene with him sharing blood with Luffy is important.
I used to think he was boring too, but I the more I think about it, the more plausible it sounds. I have a feeling he'll only join when Luffy "defeats" a yonkou somehow though, that way it'd make sense thematically. Luffy taking down a great while a former warlord joins his crew sounds like the perfect media shitstorm.

Jinbe was absent during the arc where he knew more about the New World than everyone else and the entire crew got split up because he was juggling too many characters.
Instead Oda kept him relevant as a player in Caribou's cover story during Punk Hazard and by giving him his own cover story in Dressrosa, the latter of which have him getting one of the macguffins.

There's two counts.
When the whole group is numbered like that spread they're labelled 1-9. In the chapter titles, in which they're referred to as crewmates, it lists Zoro as the first, Nami as the second, Franky as the seventh, Brook as the eighth, etc.
Luffy specifically asks for 10 friends. He's not including himself, and the fact Blackbeard has 10 people plus himself should make that obvious.
