Let's look at Nanael here for comparison. The main part of her costume, which plays the biggest part in defining her look, is just a white dress. The dress is short around the legs, and you get some nice shots of her crotch and ass if she moves around a bit. She has armored boots and socks up to a little over her knee, which aren't too flashy and give her some absolute territory. She has a gold leg bracelet, further drawing attention to her legs. Her hair is short and simple, and she wears a small hairpin for added cuteness. She has relatively large breasts, which stand out on her short, curvy body. She has wings, since she's an angel. She has big, wide eyes and a energetic demeanor, conveying her genki personality.
Sexy? Yeah, she's built for both short stack and leg/ass/crotch appeal.
Larger than life? Yeah, she's very cute and you can tell she holds some authority.
Expressive? Yeah, she looks like a real character.
Noisy character design? No.
Her design is fairly simple, without being plain in the least.
By comparison, the majority Grimoire's designs are the exact opposite: Too noisy to be sexy, relate to, or get drawn in by.
