It was never really about who was the the better king, but that Saber tried to deny her kingship that Rider and Gil looked down on her.
Rider and Gil may never have been the best of rulers, but they at least embraced it. Saber regretted her decisions and want to runaway instead.

There is no right answer to this banquet. Each King has their own way of ruling and they all have good and bad things about one another. It's more complicated than that. Her intentions and sacrifice did good but at the cost of not only her happiness but also brought pain, betrayal and misery to many noble people that served under her. What's the point of being a ruler if you live a miserable existence?
Gil maybe a douche and Iskamdar a hopeless daydreamer but they both ultimately pursued fulfilling lives in their kingships. If Saber truly felt content and fulfilled by her achievements in life she wouldn't be doubting herself and Iskandar wouldn't be looking down on her. I don't know about Gil, though. Maybe he'll think if her as boring. He's amused precisely because of her struggle and pride.
