It's a trap they lay, not an instant switch upon attack. Also the chakra emitted from the disguise is low since they must sparingly use chakra. This makes it easy to spot in higher levels, which is why clones replaced the technique. Especially after the higher tier characters all had some sort of way to detect chakra through special eye techniques or other cop out methods

Practically none of the characters had a way to detect chakra what the fuck are you talking about. Late in the manga they even introduced a special class of cannon fodder whose only noteworthy skill was sensing chakra because basically none of the cast was established to be able to do it.
