The OVA was just following the plot of the manga, so it didn't have a proper ending, though the dub altered the dialogue to make it seem more like a definite ending.
I remember when I watched it, back in the day, I had no idea what was going on.
I couldn't tell if the villain(Benares) had been lying about the later Pai being his servant, if Yakumo really was dumpng Sanjiyan Pai for the other one, or if he'd become human.
It wasn't 'til I followed on from that point in the manga that I could make sense of things.

It wasn't an ending at all as it was done when the manga wasn't even complete. Thankfully the series is getting rebooted. And hopefully it will adapt the entire manga this time.

But I prefer to see her facing and accepting her greatest flaws before and throwing herself into the birthplace of the universe and calling upon all the power of every Sailor to ever possibly exist in order to stop a being made up of literal pure Chaos for being born into our existence.
