It's more than that. They're more human in spirit than the PK users, and they're the most progressive and least degenerate species of human currently in existence.
Consider the PK's. They've been in control for centuries, and they've yet to do a single thing that furthers human advancement. All their energy is spent purely on keeping the PK mutation in check. They are as a society continuously regressing, and by the end of the story it's apparent that the Queerats are now more technologically advanced than them, being able to build concrete buildings and concoct grand strategy.
Then let's not forget the human cost of simply sustaining the PK population. Hundreds of thousands of people slaughtered by their own volatile nature, millions upon millions on a national and global scale.
The power of psychokinesis is indeed great, but those who are gifted with it don't use it. They murder their own children for fear of losing control, and deeply brainwash their own population into being docile, mindless sheep who form file and rank. They are more bonobo than human.
The Queerats under Squealer made enormous progress within their own society despite their own genetic disfiguration. The PK users did nothing but degenerate.
That's why ratman gets sympathy, he was in the right. The irony is that the only reason ratman didn't succeed, was because of another ratman that went against his own race. Without the ratmen, the PK users would be doomed.
