Not really. Inu Yashiki is full of obvious photos, but when it's drawn it's drawn. Like in the OP page you can tell the background is a photo, but Shishigami and the people being shot are drawn.
Oku drew that insane giant female form of Nurari (and as a drawag I can tell you something like that is incredibly hard to do), he sure can fucking draw. Just that he aims for realism and he seems to have gotten lazier, hence the photos everywhere.

Yeah I've really been struggling with this. Even by the standards of 'high technology = magic" it really stretches things.
Things I've been able to mull over in my head:

Well, first there is broken hacking, as we could see with the guys that tried to beat up to death the homeless man. The IA that seems to be part of them even though about not killing them but destroying their social lives instead.
