1) Director and staff's coordination and management skills
2) Director's connections
3) Director's good track record, and him and his acquaintances working on successful projects before
4) OPM was a great anime in terms of allowing lots of freedom and exaggeration in the animation; there didn't need to be too much consistency in styles or anything, and it could be silly or serious
5) Lots of good animators knowing that they're working with a ton of other good animators, and wanting to make a really amazing project together
Other shounen is shit in comparison because they're churning out relatively low quality episodes (pacing and/or animation is sacrificed). There's less and weaker bonds between the various members of the staff, and the staff changes often because they are big projects and lots could be outsourced to various other studios and companies. Basically everything is the opposite of OPM
The manga was drawn in a way such that the storyboarding would have been a lot easier. That's a huge amount of time, money, and effort saved.
