For the western show, those who want tna usually self-insert to a smaller or larger amount and imagine themselves as the mc with the girls.

They don't project themselves on the guy though -at least in ecchi shows, battle shonens are a different matter- like westerners do. The high school setting is a necessary evil more often than not.
The "coming of age" story/ bildungsroman is a really, really good formula that speaks directly to the human condition. 16-18 is a logical age for the protagonist at the beginning of a story- they're ignorant virgins on the very cusp of adulthood, with no spouse, career, or debt to hamper going on adventures.
That all 16 year-olds in Japan attend high school isn't the author's fault.
