I used to think that maybe Nakashima was actually a good writer, and it was only working with Imaishi that made his scripts garbage. Guess I was wrong for giving him the benefit of the doubt. This managed to be MoTW without even trying to tie into the overarching plot or further character development or foreshadow anything, and it just Furuota crying about Gods to make it seem more serious. This felt like a one-off OVA side story more than anything.

There was a twitter post during the Superhuman-Festival event where the staff told everyone in which order the episodes would be written by which scriptwriter. Can't find that twitter post anymore, though.
All I can tell you for now is that episode 17, which will air next week, will be written by Masaki Tsuji.

The band episode was more meaningfully integrated into the overall arc; the dastardly chocolate plot revealed the breadth of corporate involvement and the Beach Boys concert set up the strategic use of superheroes by the US.

This episode was just garbage. The most charitable interpretation is that it juxtaposed two reactions by regular humans to superpowers: superpower surgery on one hand and a retreat to earlier cultural touchstones on the other.

But the execution was so hamfisted. This episode should have come before last week's so that the Olympics and the bad kind of pride could be the work of the other Fumers.

It looked like we might have had some character points for Emi and Fuurota but they were red herrings. And then Emi's whole "control others" deal was massively undercut by the most non sequitur deus ex machina.

Episode 3 blew out all the momentum. I wish I had expected less.

Another important symbolic scene in the ED is when Emi is being shown with the giant skeleton yokai (and all the fossilized hands and lip and eye monsters from the first ED), and her hair then shifts to the other side when the wind direction changes.

Which is more or less what I said. I don't think she's being controlled, I think she's just doing what they want because it's convenient for her in terms of reaching her real goal, and they aren't hindering or hurting her. I rejected the "she's being used by them notion" because she's fully aware of what's going on.

We know Emi knows about the power in Jiro's blood. We know that she has used Jiro's blood to thwart him.
Jiro knows that Emi wouldn't be a part of his nemesis. Therefore, he rationalizes her continued involvement with the Bureau as under duress. Fuurota and Kikko too, probably. Were-jaguar Rip Hunter has been compromised by the events of that episode last season with three of him. Note that he is not pictured bound in the ED.
