Because he's under surveilance by Konoha, has no reason to do take over bodies anymore because he has his dream body full with Hashirama cells (and an infinite amount of them to boot) and thus has his dream fullfilled. Orochimaru is the clear third strongest in the mangaverse to me. He has increased his chakra even more. Giant snake summons. Can transform into snakes at will. Can use all of the elemental types. Effectively immortal with his regeneration and snakes.

Only Sasuke and Naruto can deal with that. And not easily.
