Because she can never be happy. She wanted the world to be more exciting by the way of time travelers, aliens and espers and she unknowingly made it so. But then those people situate themselves around her and protect her from knowing about those things, and also protect the world from changing again by manipulating her. The title, "The Melancholy" of Haruhi Suzumiya refers to the fact that she can never be happy because she will always be searching, longing for more supernatural and exciting things to happen in the world and in her life, but they never will.
This is why I think Tanigawa is done and probably will never finish the franchise. In order for Haruhi to be happy, to put the character at rest, she has to accept the fact that the world is an ordinary place, she has to settle down, which of course would be totally out of character. Perhaps she could achieve this through falling in love, and Koizumi seems to encourage this path and I think this is the reason why. I'm sure that Tanigawa just doesn't know how he wants to actually do it and make it interesting because he did all of the heavy philosophy, psychology and physics material he wanted already and and ran out of material. The story of how to end the franchise has been laid out already, but the substance of the material just isn't there in Tanigawa's head.

I agree with you guys that she does get better as the series goes along, the characters themselves even acknowledge it, but her problems aren't solved. If the entire universe and everything in it weren't in a constant state of danger from Haruhi's powers, then there wouldn't be a show. The scenario and entire crux of the show is still in full effect, if Haruhi wasn't a threat to existence then there would be no need for aliens, time travelers and espers to keep an eye on and manipulate her. This is what needs to be resolved to end the story, Tanigawa knows it, he just doesn't know HOW to do it, and I don't think he cares anymore.
