A single episode of a Toei TV series has a maximum allotment of 3,500 drawings. That includes separations.
A clean-up/in-between animator (or "assistant animator" in Western studios) has to meet a bi-weekly quota of 234 drawings at least to make their basic pay. Of course, you get paid extra if you go over the quota. More drawings, more money.
Pay rate per drawing depends if you're a freelancer or a regular. Something from 18 to 22 pesos per drawing. Exchange rate is around 40 pesos to 1 U.S. dollar.
So a CUIB can earn anywhere form 8,000 to 10,000 pesos a month. Some of the really fast ones can get 13,000 pesos a month.
A starting call-center agent BEGINS with 13k a month.
Doing retakes eats away at an artist's productivity, so it is preferred that they get it right the first time with as few fix-ups as possible. The only time fix-ups are skipped is when the production has fallen behind so badly that they have to order the directors and animation checkers to skip checking just so that the show meets airtime. You do not want to be the cause of delays of airtime. You do not want to piss off the Japanese TV networks. They'd rather show a shabby episode than none at all, but they'll definitely let you have it afterwards.
And this is just what I know about the CU/IB department. There's still Key Animation, Digital Ink and Paint, Compositing, CG, and then there's the post-production stuff that goes on back in Japan.

Dunno about other studios, but Toei Philippines started because Toei Japan approached construction company EEI to form a partnership (they liked EEI's managerial style or something). That's why if you check the credits for Toei anime from 1986 onward you'd see "EEI-Toei" sometimes.
As time passed, they gradually acquired more of the company back from EEI, until eventually Toei came to own the whole thing, then changed the company's name to Toei Animation Philippines. TAP's managers were former EEI staff.
