Because the setting's more appropriate. Shows like K-On and Yuru Yuri which have a shitton of Japanese cultural references no American would understand should never have dubs. But shows like Bebop, PSG, and Kekkai that take place in a much more western atmosphere usually turn out to have better dubs.

PSG dub was pretty shit, stocking sounded like a crack whore most of the time and couldn't deliver her lines. Demon sisters were entirely forgettable. The script was alright for the most part, but sometimes just got very awful at times. The thing I find the funniest though is how chuck's english voice actor did an even better job, and all he does is make random noises and say chuck. Aside from that and how Garter's pretty good too, the japanese version is just better in every other way.

Can you honestly deny what I said? The dub was an honest effort and not terrible by any means, but I don't think anyone can honestly say it's "better than the original" or I've even seen people calling it the "best dub ever" when that's just going a bit too far in my opinion.
